Limits of Strategic Intelligence in Latin America

Summary

The principal weakness of Latin American strategic intelligence lies not only in technology, but in its subordination to the governments of the day. The study draws on an exploratory questionnaire administered to intelligence specialists in Latin America. It reveals the problems of intelligence culture, politicization, resources, staffing, political will, and corruption that affect Latin American intelligence agencies. The chapter proposes turning intelligence into a permanent state capability through professionalization, regional cooperation, and greater civilian participation.
